Managing Partner
Mr. Nathan Frazier is the Managing Partner of Frazier & Bowles, Attorneys at Law, serving as outside general counsel for residential communities, homeowner associations, condominiums, and resort communities across Florida. His expertise focuses on working closely with clients to proactively create value for communities both in the short-term and long-term. Mr. Frazier helps communities solve current problems and achieve sustained success from a corporate perspective, financial perspective, and community perspective.
Mr. Frazier spent most of his childhood in Little Rock, Arkansas where he was a National Merit Scholar in high school and a competitive baseball player, ranked in the Top- 40 Infielders in the United States by Baseball America for his performance at shortstop. He later earned a baseball scholarship to Wake Forest University in North Carolina where he played for four years while earning a Bachelor of Arts with a Major in Political Science and Minors in Sociology and Psychology. After graduating from Wake Forest, Mr. Frazier attended the University of Florida’s Levin College of Law. He worked as a Summer Associate in Tampa for the US Attorney’s Office and Bush Ross, P.A. He graduated from there in 2011 in the top 1% of his class.
Prior to starting his own law firm, Mr. Frazier practiced law in the Homeowners’ and Condominium Association group at Bush Ross, P.A., where he previously worked as a Summer Associate. Later, Mr. Frazier became Chair of the Residential & Resorts Communities Department at Mechanik Nuccio Hearne & Wester, P.A., the prestigious, boutique real estate law firm. There, he grew the Department to five times its original size. At both firms, Mr. Frazier worked with and learned from experienced and respected attorneys in the Florida Real Estate field.
Now, as the Managing Partner of our firm, Mr. Frazier dedicates his time to serving our clients as general counsel. He has extensive experience in solving major problems, rescuing financially distressed associations, and finding creative legal solutions for any issue a community faces. His clientele and practice proliferated across Florida as his proprietary mathematical models and technology helped communities project future revenues and achieve unprecedented and unparalleled financial success. Additionally, Mr. Frazier is Florida Bar Certified in Condominium Law and has been named a Rising Star Top-Rated Attorney by Super Lawyers Rising eight times.
Partner
Mr. Brian Bowles joined the firm in 2016, bringing both legal and business experience to our team. Looking for an opportunity to combine the knowledge he gained from his business experience with his legal background, Mr. Bowles found his niche at our firm, serving community associations and guiding them through pertinent decisions to ensure their communities are run successfully.
Mr. Bowles graduated from Florida State University in 2004 with a bachelor's degree in Political Science and History. In 2009, he obtained his MBA at the University of South Florida with a focus in Finance and Management; he subsequently attended the University of Maryland’s Francis King Carey School of Law. Mr. Bowles graduated law school in 2012 and moved back to Florida to begin his legal practice.
Prior to the practice of law, Mr. Bowles worked for Coca-Cola Enterprises, where he helped lead over 140 employees of different sales teams to oversee the day-to-day workload for employees and their contacts with businesses who purchase Coca-Cola products throughout the country. He also ensured orders and products were completed for the Coca-Cola warehouse distribution centers located throughout the country. Shifting from the business world to the legal field, Mr. Bowles worked in Personal Injury at Distasio Law Firm. Mr. Bowles did some Small Claims cases prior to joining Mr. Frazier’s firm, Frazier Law Group, PLLC, in the fall of 2016.
In 2019, Mr. Bowles became a named Partner of Frazier & Bowles, Attorneys at Law. He oversees all departments within the firm but focuses much of his time equipping our clients with business-oriented and legally sound solutions for General Counsel questions. He specializes in advising communities on amending governing documents, reviewing budgets to help properly fund community projects, and handling enforcement actions regarding owner violations, initiating the Collections phase.
Senior Attorney
Mr. Clarke Brannon is a Senior Attorney with Frazier & Bowles, Attorneys at Law, where he represents real estate developers, builders, and community associations in connection with the formation, documentation, and governance of residential communities throughout Florida.
Mr. Brannon’s practice focuses on developer-controlled communities, HOA and condominium formation, governing documents, and transition from developer to owner control. He regularly drafts and negotiates Declarations of Covenants, Conditions, and Restrictions (CC&Rs), bylaws, builder rights provisions, service area and cost-allocation structures, and related amendments for communities ranging from several hundred to more than 3,000 homes.
As part of this work, Mr. Brannon is routinely involved in community-related transactional negotiations, including sub-association CC&R negotiations, provisions affecting assessment obligations, maintenance responsibilities, access and use rights, shared facilities, and post-turnover operational risk, working alongside developers, builders, and other counsel to ensure alignment with project timelines and long-term community administration.
In addition to developer representation, Mr. Brannon serves as general counsel to homeowners’ and condominium associations, advising boards on corporate governance, budgeting and assessments, covenant enforcement, collections, and litigation management. He regularly prepares board and member resolutions, meeting agendas, and strategic amendments to governing documents.
Mr. Brannon earned his Bachelor of Arts in Political Science from the University of Georgia and his Juris Doctor from Florida State University College of Law. He joined Frazier & Bowles in 2021.
Litigation and Collections Attorney
Mrs. Jessica Dubsky is the firm's Litigation and Collections Attorney. She joined the firm bringing experience in contested and complex litigation, with a strong focus on homeowners’ association and condominium law, as well as debt collection matters. Her background includes litigation involving real estate transactions, construction disputes, deposit disputes, property defect claims, partnership disputes, general contract disputes, and trust and estate litigation. This breadth of experience allows her to quickly assess risk, identify leverage, and develop effective strategies to resolve disputes efficiently.
Mrs. Dubsky graduated from Stetson University College of Law, a program nationally recognized for excellence in Trial Advocacy and Legal Writing. While in law school, she served as a leader of several student organizations and was a member of Law Review, where she further honed her analytical and persuasive writing skills.
At the firm, Mrs. Dubsky handles a wide variety of streamlined, high-volume matters focused on the collection of assessments owed to homeowners’ associations. In addition to managing these matters efficiently, she also handles contested cases from inception through resolution, drafting tailored motions, pleadings, and demand letters designed to position her clients for the best possible outcome. She regularly appears at hearings and is known for her attention to detail and practical approach to litigation. Mrs. Dubsky is a reasonable and solutions-oriented advocate who works closely with clients to resolve disputes efficiently, while maintaining a strong and effective litigation posture when necessary.
When Mrs. Dubsky is not at the firm, she enjoys spending time with her dogs and exploring Tampa and St. Petersburg.
